Summary

Give me a challenge most would shy away from, and I will prove what’s possible. How about transforming underserved and economically disadvantaged communities into vibrant hubs where local entrepreneurs innovate and develop solutions for the world’s most complex problems, enter new markets and bring prosperity to the whole region? This is my life’s passion and work.

I use technology innovation and entrepreneurship as agents of change, and help communities positively reimagine themselves as stakeholders with the capacity and talent to drive economic prosperity.

I am an educator, scientist, ecosystem builder and academic administrative leader with a far-reaching vision, an inclusive approach and relentless grit. I lead a team of 40 individuals (45% female) and thoughtfully deliver on my responsibility as a female role model in the traditionally male-dominated technology sector.

The University of California Riverside is located east of Los Angeles in a region of over 5 million residents, 52% Hispanics, which face significant challenges given government underinvestment, climate change and lack of good job opportunities. Our region does not have a track record of tech startup exits or acquisitions and is characterized by a knowledge drain and minimal wage jobs in the logistics sector.

At UC Riverside I have built a culture of innovation, entrepreneurship and dynamic tech startup creation among faculty, students, and the community. Leveraging regional, national, and international partnerships I transformed our small technology transfer office into a dynamic organization that is shaping the Inland Empire region of California and the lives of its people.

Helping the World Connect with Music at the Deepest Level
Ethan Castro, a UC Riverside Doctoral Student fell in love with music as a young child even though he was born with a hearing deficiency. He would hug the speakers to be able to “feel” the music travelling through his body. Years later, Ethan and UCR Professor of Music and Composer Paulo Chagas invented a technology to help people connect with music through feel. Their technology enables users to both hear and feel sound in high fidelity to add a new layer of realism in audio.
Ethan then met Valtteri Salomaki, UCR alumnus, and co-founded EDGE Sound Research, and licensed the technology from UCR. Now branded ResonX™ the technology is taking the world of sports by storm one stadium at a time.
Since 2018, Dr. Rosibel Ochoa’s team has supported Ethan’s journey from the start with intellectual property protection, $35,000+ in funding, mentoring and business development support, and help raising $ 0.5 million investment.
Today, Edge Sound Research is one of seven companies from across the globe selected to work with several NBA (United States National Basketball Association) teams and also pilot the company’s technology in the NBA’s esports league.
Edge Sound Research plans to grow their business in Riverside. This is a success story for Ethan, Paolo, Valtteri, UC Riverside and the region of Riverside, in part thanks to the significant effort and the leadership of Dr. Ochoa’s team.

LEARNINGS

Lessons learned

As a Honduran born woman and US citizen, I have been fortunate for the access to a great education and a fruitful career in the United States. In my past endeavors, especially those supporting academic and community entrepreneurship, I have also had the opportunity to be at the center of leading-edge scientific discoveries. Throughout my career I learned that there is no "I" in success: it comes as a result of strong support networks made of mentors, teachers, advisors, and organizations. Such support networks, I soon found, are however not equally available to everybody. Instead, opportunities for economic growth and better living standards are often linked to a community's location and demographics. This issue has since become my area of focus.
I also learned that while vision and ideas are important for creating something new, passion and grit are indispensable for success. Both ingredients allow you to navigate and overcome the ups and downs of forging unchartered paths.
Finally, I learned that great talent is waiting to flourish if you give people a chance. While venture investment in the United States is typically concentrated in locations around elite universities, the approximately 160,000 undergraduate students in the top 10 research universities are only a tiny fraction of the more than 20 million students attending all institutions. In a world undergoing challenges due to climate change, pandemics, war, and the strides of technology, it's only logical that we need all hands on deck to find viable and equitable solutions.

FUTURE PLANS

What's coming?

Our future plans and focus are to deploy a regional economic development strategy to accelerate the transition of our region within California to a net-zero carbon economy by 2045. Named OASIS (Opportunities to Advance Sustainability, Innovation and Social Inclusion), this initiative consists of combined physical infrastructure and programs that leverage the human talent and innovation assets of the Inland Empire in California. The goal is to create a cluster of innovative startups, companies, and skilled workforce, to drive such transition. OASIS will help diversify the economy of the region away from the warehouse fulfillment sector and will catalyze the creation of high-quality jobs. It will utilize the entrepreneurial support infrastructure that my team has already created and enhance it through the injection of additional resources such as innovation-focused spaces, a network of specialized laboratories and technology testbeds, training programs and access to dedicated technical and business experts.
In the next 3-5 years, we expect to complete the OASIS Clean Tech Research Park that will house state-of-the-art climate science laboratories, startup incubator space, and training facilities for workforce development. We are also working on the construction of an 8-acre Agricultural Innovation Center, where we will be training and incubating the next generation of climate-smart farmers and agricultural technology startups.
On the programmatic side, we recently launched the OASIS Entrepreneurial Academy and the OASIS Accelerator, to deliver the experiential training, access to capital and specialized testbeds for community and academic entrepreneurs who strive to build and grow their companies locally.
